Councillor Duff Stewart THAT the Minutes of the Regular Meeting of Council held March 28, 2017 be adopted as circulated and that same be filed in the Clerk's Office.

Councillor Donna Blunt THAT the Minutes of the Special Meeting of Council held March 21, 2017 be adopted as circulated and that same be filed in the Clerk's Office.

Councillor Donna Blunt THAT Council hereby directs staff to draft Terms of Reference for the striking of an Ad Hoc Committee in order to review and make recommendations to Council pertaining to the current Draft Official Plan; AND FURTHER THAT the Committee consists of 4 members to include one member of Council, one Staff member, one Land Planner, one member of the Community whose background is competent in and familiar with land planning and land use Page 2 of 10 Regular Council April 11, 2017 planning policies. AND FURTHER THAT Council will review the Terms of Reference prior to advertisement and appointments to the Committee.

Councillor Duff Stewart THAT Council hereby receives the information related to the request for a Temporary Use By-law to allow a 40 X 28 accessory garage to remain on a retained lot without a main use subject of Consent Application B 1/16; AND FURTHER THAT the Clerk is hereby directed to set a public meeting for input on the proposed Temporary Use By-law.

Councillor Donna Blunt THAT Council hereby receives a copy of the report for a site specific zoning amendment application submitted requesting an amendment to allow for the construction of a sauna in front of the main dwelling at 2309 Amethyst Harbour AND FURTHER directs the Clerk to set a public meeting to consider a proposed by-law.

Councillor Donna Blunt THAT, in accordance with Section 239(2) of the Municipal Act, we adjourn at the hour of 4:16 pm to meet in closed session to discuss a) To discuss potential land acquisition.

Councillor Duff Stewart THAT at the hour of 5:10 pm, we resume meeting in open session.

Councillor Duff Stewart THAT Council hereby directs staff to bring forward a draft By-law and report regarding licensing of refreshment food truck within the Municipality of Shuniah.

Councillor Donna Blunt THAT Council proceed with a zoning amendment for an Industrial Park Development and such lands identified be designated as a Site Plan Control Area within the meaning of Section 41 of the Planning Act.

Councillor Duff Stewart THAT Council hereby authorizes the additional Page 4 of 10 Regular Council April 11, 2017 Hydrogeological Work for the Highway 527 Waste Disposal Site as per the proposal submitted by McIntosh Perry and North Rock Environmental with an upset limit not to exceed $40,000.00

Councillor Donna Blunt THAT Council hereby receives a copy of the Fire Chief's Monthly Report dated April 5 2017 and same be filed in the Clerk's Office.

Councillor Duff Stewart THAT Council hereby authorizes the Fire Chief Blair Arthur to attend The Ontario Association of Fire Chiefs Conference in Toronto May 6th to 10th 2017 and that his expenses be paid according to policy.

Councillor Donna Blunt THAT Council hereby authorizes captain Del Smith to attend the Public Educators Seminar in Toronto May 7th to 9th 2017 and that his expenses be paid according to policy.

Councillor Duff Stewart THAT Council hereby appoints the Clerk as the Emergency Information Officer for the Municipality of Shuniah with respect to Emergency Management Page 5 of 10 Regular Council April 11, 2017 AND FURTHER THAT the Role and Duties are described as follows: 1.Maintain a log of all actions taken. 2. Direct the activation of the Emergency Information Plan. The Public Information Officer will have a copy of the Plan and Media Kit available to him/her. 3.Consult with the Mayor and CAO on the need for news briefings and conferences, the granting of media interviews, the status of media monitoring, recommended responses to media misinformation and rumour, the content of official statements, 4.Consult with members of the Community Control Group (CCG) on the status of the emergency and on any need for resources that could be fulfilled by the dissemination of public calls for assistance through the media or other means. 5. Correct misinformation by contacting media program producer. 6. Apprise the Community Control Group members of any significant information Received from members of the public and the media. 7. Ensure that a log is kept of media reporting to be transformed into a media coverage summary and assessment component of the final operational evaluation report of public information activities. 8. Prepare and submit a final report containing an operation evaluation of Emergency Information (EI) services, analysis of media coverage and recommended adjustment

Councillor Donna Blunt Page 6 of 10 Regular Council April 11, 2017 WHEREAS the Municipality of Shuniah recognizes the importance of high-speed broadband internet to our community and the need to address gaps in connectivity because of the impact on safety, quality of life, and economic diversity and sustainability; AND WHEREAS accessibility to high-speed broadband infrastructure is a key foundation to community economic development and vitality; AND WHEREAS there are funding opportunities through the Province of Ontario’s Northern Ontario Heritage Fund Corporation(NOHFC) Strategic Economic Infrastructure Program and Federal funding through the Connect to Innovate program that support bringing high-speed internet to Canadians in rural and remote communities; THEREFOR BE IT RESOLVED that the Municipality of Shuniah supports TBayTel’s funding application to both the NOHFC and Connect to Innovate programs for the Hampton/Alder, Sunnyside, and Grandview Projects.

Councillor Duff Stewart THAT Council hereby moves the time for the Regular Meeting of Council to April 25th, 2017 to April 24th, 2017 at 4pm and from May 9th 2017 to May 8th 2017 at 4 p.m.

Councillor Donna Blunt THAT Council hereby receives a copy of the Monthly Expenditures for the Month of March 2017 and a copy be filed in the Clerk's Office.

Councillor Duff Stewart THAT A By-law to adopt the 2017 Budget and to set rates of taxation and to impose a tax levy for 2017 is deemed to have been read a First and Second Time this 11th day of April 2017.

Councillor Ron Giardetti THAT A by-law to set the Tax Ratios for 2017 is deemed to have been read a First and Second Time this 11th day of April 2017.

Councillor Duff Stewart THAT A by-law to set the tax ratios for 2017 is deemed to have been read a Third and Final time this 11th Day of April 2017, and numbered 2942-17; AND THAT the said by-law be engrossed in the By-law Book.
