Regular Council

THAT this Regular Meeting of Council is hereby called to order at 4:04 p.m.

THAT the agenda be accepted as presented.

THAT the Minutes of the Regular Meeting of Council held September 13, 2022 be adopted as circulated and that same be filed in the Clerk's Office.

That Council hereby receives the tender opening minutes from September 15, 2022 for Detailed Visual Bridge Inspections and the same be filed in the Clerk's Office.

THAT Council hereby receives the report for shoreline purchase and that the Clerk is hereby directed to prepare a by-law to authorize the sale of the Shoreline Road Allowance in front of Lot 20, Plan 758 known as 1901 MacKenzie Beach Avenue.

THAT Council hereby receives the report for shoreline purchase and that the Clerk is hereby directed to prepare a by-law to authorize the sale of the Shoreline Road Allowance in front of Part Lot 29, Plan M-100 known as 1977 Crystal Beach Avenue.

THAT Council hereby receives the report for shoreline purchase and that the Clerk is hereby directed to prepare a by-law to authorize the sale of the Shoreline Road Allowance in front of Part Lot 29 and Lot 30, Plan M-100 known as 1979 Crystal Beach Avenue.

THAT Council hereby receives a copy of the Association Development Committee Update memo and the same be filed at the clerk's office.

THAT Council hereby receives the report from the Manager of Operations and that a contract for RFP 2022 Detailed Visual Bridge Inspection be awarded to WSP Engineering in the amount of $5,750.00 excluding HST and the same be filed in the Clerk's Office.

THAT Council hereby receives the report from the Manager of Operations and that a contract for RFQ R2022-12 416 Lakeshore Drive Culvert Replacement be awarded to Bruno's Contracting in the amount of $19,860.00 excluding HST and the same be filed in the Clerk's Office.

THAT Council approves the request for encroachment at 1901 MacKenzie Beach Avenue with an annual encroachment fee as set out in our Fees By-law.

THAT Council receives the administration report and as a member of the Lakehead Rural Municipal Coalition that Shuniah participates in sharing staff for the purposes of a Compliance Audit Committee, AND THAT Council directs the Clerk to bring forward a By-law to appoint the committee members.

THAT a By-law to authorize Cost Recovery for the Fire Department be read a First and Second time this 27th day of September 2022;

THAT a By-law to authorize Cost Recovery for the Fire Department be read a Third and Final time and numbered 3255-22; AND THAT the said By-law be engrossed in the By-law Book.

THAT a By-law to authorize an Agreement with Fire Marque Inc. be read a First and Second time this 27th day of September 2022;

THAT a By-law to authorize an Agreement with Fire Marque Inc. be read a Third and Final time and numbered 3256-22; AND THAT the said By-law be engrossed in the By-law Book.

THAT a By-law to authorize the sale of the shoreline road allowance to the owners of 1901 MacKenzie Beach Avenue, being Lot 20 Plan 758 be read a First and Second time this 27th day of September 2022;

THAT a By-law to authorize the sale of the shoreline road allowance to the owners of 1901 MacKenzie Beach Avenue, being Lot 20 Plan 758 be read a Third and Final time and numbered 3257-22; AND THAT the said By-law be engrossed in the By-law Book.

THAT a By-law to authorize the sale of the shoreline road allowance to the owners of 1977 Crystal Beach Avenue, being Part Lot 29, Plan M100 be read a First and Second time this 27th day of September 2022;

THAT a By-law to authorize the sale of the shoreline road allowance to the owners of 1977 Crystal Beach Avenue, being Part Lot 29 Plan M100 be read a Third and Final time and numbered 3258-22; AND THAT the said By-law be engrossed in the By-law Book.

THAT a By-law to authorize the sale of the shoreline road allowance to the owners of 1979 Crystal Beach Avenue, being part Lot 29 and Lot 30 Plan M100 be read a First and Second time this 27th day of September 2022;

THAT a By-law to authorize the sale of the shoreline road allowance to the owners of 1979 Crystal Beach Avenue, being part Lot 29 and Lot 30 Plan M100 be read a Third and Final time and numbered 3259-22; AND THAT the said By-law be engrossed in the By-law Book.

THAT a By-law to appoint members to the Compliance Audit Committee be read a First and Second time this 27th day of September 2022;

THAT a By-law to appoint members of the Compliance Audit Committee be read a Third and Final time and numbered 3260-22; AND THAT the said By-law be engrossed in the By-law Book.

THAT Council hereby receives the following correspondence: a. TBDHU Board of Health Minutes - June 15, 2022 b. TBDSSAB Board Meeting Minutes - July 21, 2022 and the same be filed in the Clerk's Office.

THAT Council of the Municipality of Shuniah receives and supports the following resolutions regarding opposition to Bill 3, Strong Mayors, Building Homes Act, 2022:  Township of Lucan Biddulph  Town of Wasaga Beach  Town of Kingsville AND THAT Council directs the Clerk to bring this matter back before council as more information becomes available.

THAT Council hereby receives a copy of the list of Unfinished Business dated September 22, 2022, and that same be filed in the Clerk’s Office.

THAT at the hour of 4:45 p.m. Council moves into In-Camera Session.

THAT at the hour of 5:13 pm Council hereby resumes the meeting in open session.

THAT a By-law to confirm the proceedings of Council be read a First, Second and Third time on this 27th day of September 2022 and Numbered 3261-22 AND THAT the said By-law be engrossed in the By-law Book.

THAT the hour of 5:15 p.m. having arrived this regular Meeting of Council hereby adjourns.
