THAT this Regular Meeting of Council is hereby called to order at 4:05 p.m.

THAT the agenda be accepted as presented.

THAT the Minutes of the Inaugural Meeting of Council held November 22, 2022 be adopted as circulated and that same be filed in the Clerk's Office.

THAT the Minutes of the Regular Meeting of Council held November 22, 2022 be adopted as circulated and that same be filed in the Clerk's Office.

THAT Council hereby received a copy of the Minutes of the Police Services Board for October 17th, 2022 and same be filed in the Clerk's Office.

THAT Council hereby receives a copy of the OPP Monthly Report for November 2022 and same be filed in the Clerk's Office.

THAT Council receives the presentation information from FormStudio Architechs for the 2022 budgeted multi-purpose outdoor pavilion and the same be filed in the Clerk's Office; And further authorizes administration to proceed with seeking funding sources for structure design option #2.

THAT Council receives the Official Plan Amendment Report; AND THAT Council consider Official Plan Amendment requests before the second anniversary of the Official Plan coming into effect in accordance with Planning Act section 22(2.2); thus Planning Act section 22(2.1) would no longer apply.

THAT Council hereby receives a copy of the November Building Permit Summary and the same be filed in the Clerk's Office.

THAT Council hereby receives the report for shoreline purchase and that the Clerk is hereby directed to bring forward a by-law to authorize the sale of the Shoreline Road Allowance laying in front of Lot 9 and Part Lot 8, Plan 743, known as 1367 Silver Beach Drive.

THAT Council hereby receives the report for shoreline purchase and that the Clerk is hereby directed to bring forward a by-law to authorize the sale of the Shoreline Road Allowance laying in front of Lot 10, Plan 743, known as 1365 Silver Beach Drive.

THAT Council hereby receives the report for shoreline purchase and that the Clerk is hereby directed to bring forward a by-law to authorize the sale of the Shoreline Road Allowance laying in front of Lot 46 and Part Lot 47, Plan 763, known as 1231 Grandview Beach Drive.

THAT Council receives and approves the prebudget request for Fire Hose in the amount of $14,000.00.

THAT Council hereby receives the TBDSSAB 2022 Board Info Session Flyer regarding the virtual information session for Municipal Council and Administration to attend; AND THAT their expenses be paid according to policy.

THAT Council hereby receives the reports dated December 6, 2022, the resolution from July 2021 and a copy of the 2021 project factsheet regarding the North West Ontario Orthophotography Project being managed by the Ministry of Natural Resources and Forestry; AND THAT Council hereby directs the Clerk to bring forward a by-law to enter into a Participation Agreement for the North West Ontario Orthophotography Project 2022 with the Ministry of Natural Resources and Forestry and the same be filed in the Clerk’s Office.

THAT Council receives the report regarding Planning of Town Hall Meetings in 2023 and the same be filed in the Clerk's Office; AND THAT Council approves Administration to start planning for two Town Hall meetings in 2023.

THAT Council hereby receives and approves the new Student Councillor Policy, advertises for the position immediately and receive applications for Council to review and approve a candidate at the first Council meeting of January and the same be filed in the Clerk's Office.

THAT Council hereby receives the November Tax Sale Update for information purposes and the same be filed in the Clerk's Office.

THAT Council hereby receives a copy of the Debt Policy Report and the Debt Policy and the same be filed in the Clerk's Office.

THAT Council hereby receives the Ambulance Capital Facility and Ambulance Station Lease Report and directs administration to bring back two by-laws to enter into the Agreements with the City of Thunder Bay and the same be filed in the Clerk's Office.

THAT Council hereby sets a first 2023 Budget Meeting for Tuesday January 10 at 3:00pm before the regular Council Meeting, and Jan 24 meeting be moved to Jan 31/2023 due to ROMA conference.

THAT Council hereby receives the report on writing off property taxes on an annual basis for the property known as ML 6Z PT S of Hwy and the same be filed in the Clerk's Office.

THAT a by-law to provide Powers of Entry for the Purpose of Carrying Out Inspections be read a First and Second time this 12th day of December, 2022;

THAT a by-law to provide Powers of Entry for the Purpose of Carrying Out Inspections be read a Third and Final time and numbered 3270-22; AND FURTHER THAT the said By-law be engrossed in the By-law Book.

THAT a by-law to authorize the Municipality to enter into a Participant Agreement for the North West Ontario Orthophotography Project 2022 with the Ministry of Natural Resources and Forestry be read a First and Second time this 12th day of December, 2022

THAT a by-law to authorize the Municipality to enter into a Participant Agreement for the North West Ontario Orthophotography Project 2022 with the Ministry of Natural Resources and Forestry be read a Third and Final time and numbered 3271-22; AND FURTHER THAT the said By-law be engrossed in the By-law Book.

THAT a by-law to authorize the Municipality to enter into a Lease Agreement for a new ambulance base with the City of Thunder Bay be read a First and Second time this 12th day of December, 2022

THAT a by-law to authorize the Municipality to enter into a Lease Agreement for a new ambulance base with the City of Thunder Bay be read a Third and Final time and numbered 3272-22; AND FURTHER THAT the said By-law be engrossed in the By-law Book.

THAT a by-law to authorize the Municipality to enter into a Capital Facility Agreement with the City of Thunder Bay be read a First and Second time this 12th day of December, 2022.

THAT a by-law to authorize the Municipality to enter into a Capital Facility Agreement with the City of Thunder Bay be read a Third and Final time and numbered 3273-22; AND FURTHER THAT the said By-law be engrossed in the By-law Book.

THAT a By-law to authorize the sale of the shoreline road allowance to the owners of 1231 Grandview Beach Drive, being Lot 46 and Part Lot 47, Plan 763 be read a First and Second time this 12th day of December 2022;

THAT a By-law to authorize the sale of the shoreline road allowance to the owners of 1231 Grandview Beach Drive, being Lot 46 and Part Lot 47, Plan 763 be read a Third and Final time and numbered 3274-22; AND THAT the said By-law be engrossed in the By-law book.

THAT Council hereby receives the following correspondence: a. Petrolia Correspondence re: Misogyny, Hatred, & Discrimination b. NOMA Letter - Veterinarian Medicine at Lakehead University c. NOMA Resolution - Federal Electoral Boundaries d. Teranorth - Blasting Notification e. ROMA Board of Directors call for Nominations f. THAT Council hereby receives a copy of the list of Unfinished Business dated December 7, 2022, and that same be filed in the Clerk’s Office.

THAT at the hour of 6:20 p.m. Council moves into In-Camera Session.

THAT at the hour of 6:40 Council hereby resumes the meeting in open session.
