Regular Council

THAT this Regular Meeting of Council is hereby called to order at 4:02p.m.

THAT the agenda be accepted as presented.

THAT the Minutes of the Regular Meeting of Council held 23 April 2024 be adopted as circulated and that same be filed in the Clerk's Office.

THAT Council hereby receives the minutes from the Tender Opening April 19, 2024 for a New Fire Chief Crew Cab Pickup and the same be filed in the Clerk's Office.

THAT Council hereby receives the minutes from the tender opening committee on May 9, 2024 and the same be filed in the Clerk's Office.

THAT Council hereby receives a copy of the April Building Permit Summary and the same be filed in the Clerk's Office,

THAT Council hereby receives the Tender Submission Report from the Operations Manager and approves the following: 1. 587435 Ontario Ltd o/a DRD Construction in the amount of $73,200 excluding HST for R2024-06 2. Kapush Energy Solutions in the amount of $78,500 excluding HST for R2024-07 3. Bruno's Contracting in the amount of $46,900 excluding HST for R2024-08 and the same be filed in the Clerk's Office.

THAT Council hereby receives the report from the Fire Chief and awards the tender to Dominion Motors in the amount of $66,627.00 excluding HST and the same be filed in the Clerk's Office.

THAT Council hereby receives the conference memo from the AMCTO Zone 9 for information purposes and the same be filed in the Clerk's Office.

THAT Council receive the 2024 AMO Delegation Request for discussion. Min of Education - McKenzie School MNRF - LRCA Act SOL Gen - Fire

THAT Council receives the report from the Clerk regarding the Hydro One Easement Agreements; AND THAT Council directs the Clerk to bring forward a by-law to enter into an agreement with Hydro One Networks Inc. regarding an options agreement for an easement over municipal property; AND FURTHER THAT Council directs the Clerk to bring forward a by-law to enter into an agreement with Hydro One Networks Inc. regarding a compensation and incentive agreement for an easement over municipal property; AND THAT the same be filed in the Clerk's Office.

THAT Council hereby receives a report from the Clerk and a contract for an Updated Comprehensive Zoning By-law for 2024 be awarded to Fotenn in the amount of $42,150 excluding HST and the same be filed in the Clerk's Office.

THAT Council hereby receives the report from the Clerk regarding Principles Integrity; AND THAT Council Direct the Clerk to bring forward a by-law to add Principles Integrity as Integrity Commissioners and Closed Meeting Investigators for the Municipality of Shuniah.

THAT Council hereby receives the report regarding the proposed changes from the Province as it relates to ERO 019-8320 including comments submitted on behalf of the Municipality of Shuniah.

THAT Council hereby receives the OPP Memo for information purposes and the same be filed in the Clerk's Office.

THAT Council hereby receives the Phragmites report for information purposes and the same be filed in the Clerk's Office.

THAT a by-law to enter into an agreement between His Majesty the King in right of Ontario as presented by the Office of the Fire Marshal for Volunteer Fire Services in Unincorporated Ontario be read a First and Second time this 14th day of May 2024.

THAT a by-law to enter into an agreement between His Majesty the King in right of Ontario as presented by the Office of the Fire Marshal for Volunteer Fire Service in Unincorporated Ontario be read a Third and Final time and numbered 3359-24. AND FURTHER THAT the By-law be engrossed in the By-law book.

THAT a by-law to enter into an agreement with Hydro One Networks Inc. be read a First and Second time this 14th day of May 2024.

THAT a by-law to enter into an agreement with Hydro One Networks Inc. be read a Third and Final time and numbered 3360-24. AND FURTHER THAT the By-law be engrossed in the By-law book.

THAT a by-law to enter into an agreement with Hydro One Networks Inc. be read a Third and Final time and numbered 3361-24. AND FURTHER THAT the By-law be engrossed in the By-law book.

THAT Council receive the memo regarding changing the date of the comprehensive roads tour for discussion. Potential Sept 23/24

THAT Council hereby receives a copy of the list of Unfinished Business dated May 10, 2024, and that same be filed in the Clerk’s Office.

THAT Council receives the report from the Mayor and agenda for the Ontario Small Urban Municipalities (OSUM) Conference for May 1 to 3, 2024, and authorizes Mayor Landry to attend the conference and that expenses be paid according to the resolution and Remuneration Policy.

THAT at the hour of 5:15 Council moves into In-Camera Session.

THAT at the hour of 5:50p.m. Council hereby resumes the meeting in open session.

THAT a By-law to confirm the proceedings of Council be read a First, Second and Third time on this 14th day of May 2024 and Numbered 3362-24. AND THAT the said By-law be engrossed in the By-law Book.

THAT the hour of 5:52 p.m. having arrived this regular Meeting of Council hereby adjourns.
