Regular Council

THAT this Regular Meeting of Council is hereby called to order at 5:00 p.m.

THAT the agenda be accepted as presented.

THAT the Minutes of the Regular Meeting of Council held October 14, 2025 be adopted as circulated and that same be filed in the Clerk's Office.

THAT the Minutes of the previous Public Meeting of Council held October 14, 2025 be adopted as circulated and that same be filed in the Clerk's Office.

THAT Council receives the report from the Clerk regarding the 2026 ROMA Delegation Request for discussion; AND THAT Council directs staff to request the following delegations: - MMAH - OLT: NWO Representation - Ministry of Health - Funding @ Health Unit reduce levies - Ministry of Finance - Tax Sales - SOLGEN - Size of Police Boards/Fire Fighter training - MOE - Landfill - MNR - Licencing fees

THAT Council hereby appoints the follow member to the Thunder Bay District Social Services Administration Board for Area 1 for the remainder of the term from January 1, 2026 to December 31, 2026. Don Smith will be Shuniah's Representative for 2026 for the remainder of the term.

SRO, Municipality of Shuniah, MPAC Assessment $18,700 (85 acres) Part S1/2 of SE ¼, Section 5, Con A McTavish Twp. SRO, Municipality of Shuniah, MPAC Assessment $18,600 (80 acres) Roll # 58 28 020 007 17600 0000, PIN 62490-0014 AND THAT Council directs the Clerk to provide notice to the public by listing the property as property that has been declared as surplus, and which is to be disposed of on the next Council Agenda; AND FURTHER THAT Council directs the Clerk to bring forward a by-law for the sale of the property; and that the same be filed in the Clerk’s Office.

THAT Council hereby receives the report from the CAO regarding a New TBayTel Mobility Cell Phone Tower and that Council supports the installation of a new cellular tower on Municipal Property; AND THAT Council directs administration to work with TBayTel to draft a lease agreement and to start the public consultation process as set out in Shuniah's Communication Tower Public Consultation Policy.

THAT Council hereby receives a copy of the third quarter unaudited Balance Sheet, Statement of Revenue & Expenditures and the memo and the same be filed in the Clerk's Office.

THAT Council hereby receives the following correspondence: a. Stone Mills - Resolution re: Managing Emerald Ash Borer b. McGarry - Resolution re: Glyphosate-based Herbicides c. Cobalt - Support Resolution re: Request for Extension of Certification Deadlines in O. Reg 343/22 d. Halton Region - Resolution re: Public Safety Requirements to Protect Communities e. TBDHU BOH - Meeting Minutes - Sept 17, 2025 f. LRCA - Letter re: Notice of Meeting to Approve Budget g. WATERLOO - Resolution re: Blue Box (O Reg 391/2) and the same be filed in the Clerk's Office.

THAT at the hour of 5:57 pm Council moves into In-Camera Session.

THAT at the hour of 6:55 pm Council hereby resumes the meeting in open session.

THAT a By-law to confirm the proceedings of Council be read a First, Second and Third time on this 28th day of October 2025 and Numbered 3442-25 AND THAT the said By-law be engrossed in the By-law Book.

THAT the hour of 7:00 p.m. having arrived this regular Meeting of Council hereby adjourns.
